Historique :
Après une première réunion obstétrico-pédiatrique en présence des administratifs le 18 juin 1999, s’ébauche une réflexion sur le Réseau Périnat Aquitaine (RPA) selon le modèle des pays de Loire, puis, sous l’influence du Réseau de cancérologie de Bordeaux, nous décidons de créer une Convention Constitutive, plutôt qu’une loi 1901. Une deuxième réunion en février 2001 présidée par le directeur de l’Agence Régionale d’Hospitalisation, s’est penché sur le modèle des pays de Bourgogne.
Commissions du RPA :
Six commissions permettent le travail dans le réseau : 1 Elaboration des Statuts du Réseau - Convention Inter-Etablissements 2 Régulation – transferts 3 Dossier et protocole médicaux 4 Outils de communications et évaluation 5 Articulation des soins réseau ville/hôpital 6 Formation, enseignement et recherche
Statuts du réseau
L’élaboration d’une charte du Réseau, l’élection d’une Assemblée générale représentant tous les établissements publiques et privés, d’un Conseil d’administration, d’un bureau de 15 membres, d’un Président et d’un Coordonnateur, a eu lieu le 22 juin 2001, dès lors, le RPA est en ordre de marche.
Les tâches :
Création d’un dossier partagé informatisé : dossier minimum commun sécurisé, permettant l’évaluation à posteriori, sur des critères PMSI élargi.
Création d’une base de données avec un intranet permettant la formation permanente contextuelle ,la régulation des lits disponibles, un forum de discussion. Parallèlement, sera développés la télé-médecine et les visioconférences.

Evaluation du Réseau :
Après un état des lieux constitué par une enquête préalable à l’installation du Réseau, nous envisagerons une évaluation ultérieure par une étude de type avant / après.
Pour l’évaluation, les indicateurs disponibles seront : le PMSI, le certificat du 8ème jour, le certificat de décès néonatal et de décès adulte, le registre des transfert maternels et néonataux et surtout le dossier partagé minimal.
History
During the first obstetrico-pediatric meeting with the administration, on the 18th of June 1999, we have started a reflection on the “ Réseau Périnat Aquitaine ” (RPA), according to the example of Pays de Loire network, then, we have decided to create a “ Convention Constitutive ” and not an association 1901, like Cancerology Network in Bordeaux. A second meeting took place in February 2001, presided by the Regional Agency for Hospitalization’s Director, where we studied the Bourgogne Network model.
RPA’s Commissions
There are six commissions leading the work in the RPA :
1 Elaboration of the Network Statuts - Convention between the different health establishements, 2 Regulation - Transfer, 3 Medical Files and protocols, 4 Communication and evaluation means, 5 Cares articulation and link hospital/city,6 Training, education and research.
Network Statuts
On the 22nd of June 2001, took place the elections of : a General Assembly representing all public and private health establishements, an Administration Council, a Bureau composed of 15 members, a President and a Coordinator. Now, the RPA is functionning.
The Network Tasks
- Creation of a medical electronic common file : minimal common and secured file, allowing the evaluation a posteriori, based on enlarged Medical Datas Processing System criterias (PMSI).
- Creation of a data base within an intranet, allowing the contextual continuing training of professionals, the regulation of beds available. At the same time, we will develop telemedecine and visioconferences experiences.

- Regional Agency for Hospitalization, General Council, Regional Council, Regional Union for Social Insurance Funds, Regional Direction for Social and Health Action, Regional Observatory for Health in Aquitaine, Institut for Public Health, Epidemiology and Developement, Regional Union for Private Practicians in Aquitaine.
Network Evaluation
After a preliminary inquiery on the present organization, previous to the setting up of the Network, we plan to undertake a study “ before/after ”.
For this evaluation, some indicators are already available, such as : PMSI, the 8th day certificat, the neonatal and maternal decease certificates, maternal and neonatal transfer register, and specially the minimal common file.
